Mark is right. You need Visual Studio 2010 to develop SSRS reports.
Either you install the full Visual Studio 2010 software and install the SSDT templates using the SQL Server setup, or you don't install VS 2010 and you install the VS 2010 shell with SSDT templates using the SQL Server setup.
