We have had this same question. And after checking with some Microsoft licensing expert, we had the following answer: Confirmed with Microsoft, no additional license required for the business end user in this case.

Only the developers need a license for the Developer Edition. The end-users if they use the own build or bought application, don’t need an extra license.
