    Can I use in a test environment the SQL Developer edition?

    To the test development will have access me (the developer) and some users for testing of application pourpose

    Short answer- Yes, as long as all users are licensed.

    Also, be sure to check with your vendor or Microsoft. My non-legal interpretation says that only those users that actually modify database objects need to be licensed in the test environment. Testers (or users) using the application to manipulate data within the data base do not need to have a license in a test environment. But again, that is my opinion and not legal binding advice. Please be sure to consult with Microsoft.
