I wrote SQLCop a couple years ago. SQLCop can also detect whether Instant File Initialization is enabled.
Download SQLCop from http://sqlcop.lessthandot.com
Run SQLCop
Log in to any database on the server.
Expand "Configuration"
Click on "Instant File Initialization"
