Ouch! Wow, that was a little ambigious wasn't it. You actually design them in Visual Studio and I thought I was just making up a product name called Report Designer. Looks like BOL refers to Report Designer as a component of VS. I went ahead and deleted all of your answers so you can re-answer it again if you'd like on the homepage and get credit for it.
