Can you please explain about how to do Page file optimization? Does it require sql restart.?

do you mean the pagefile.sys?
What kind of OS are you using, how much memory are available for the server, and how much for the sql server?
Do you mean the size of the pagefile.sys, or the possibility, to split the page file on different drives?

Move the page file to separate drive as a best practice to avoid the IO on System drive, some put that in a SSD to have better performance.
