Change Tracking Commit Table Waits not clearing up

  I have change tracking enabled on a production server.  In the last couple of weeks, I am seeing issues with change tracking when I try to query the change tracking tables for changed records. 

  They are all showing waiting on "COMMIT_TABLE" waits for more than an hour. 

   

  I am not able to kill these transactions either. 

  Had anyone seen this kind of issues before? Can you please help me to resolve this issue?

  Did someone ever resolved this error without restartng sql server (actually killing the process)?
