Stop/Start SQL Server service Port 1433 still in use

  • So here is my scenario.   On Windows 2012\SQL 2012 and Windows 2008R2\SQL 2008R2 current SP and CU...    Go into services and stop MSSQLServer service.  It stops.  Attempt to start it and the start fails and these are the errors:

    TDSSNIClient initialization failed with error 0x2740, status code 0xa. Reason: Unable to initialize the TCP/IP listener. Only one usage of each socket address (protocol/network address/port) is normally permitted.
    TDSSNIClient initialization failed with error 0x2740, status code 0x1. Reason: Initialization failed with an infrastructure error. Check for previous errors. Only one usage of each socket address (protocol/network address/port) is normally permitted.
    SQL Server could not spawn FRunCM thread. Check the SQL Server error log and the Windows event logs for information about possible related problems.

    I run the TCPView tool I found on the Internet and also look at Task Manager and it states that SQL Server is still holding resources but the services are in a Stopped state. I restart the server and all is good again.   Has anyone seen this lately that you restart the services and it won't start for Port in use?   We are current on Windows patches.
