Hello.
I have two question abaout Power BI.
1. Can I use it free in work (commercial use)?
2. If commercial free use it's possible, can I create one report and share it for all users?

Not quite the case that it's free for commercial use.
While you can assign the free license to everyone in your organization, that free license does not give you the ability to share reports across the organization. Every user gets access to their own Personal Workspace with the free license (think of it as a sandbox). In order to share reports across groups, manage permissions etc. you need to publish reports to an App Workspace and that requires a Pro license (10$/user/month) for both content creators and consumers.

That's a loophole that will soon be closed, if not already.
