Hi everybody ,
I installed SQL server 2016 but SSMS doesn't installed show me this error sql server managment studio setup failed .
I'm running Windows 10 Pro, my machine had to be wiped and reloaded, the Microsoft Store at Easton did this at no charge. VS 2013 failed to re-install several times with the error that some setting needed to be turned off for it to run. what it turns out to be is VS2013 is not compatible with Windows 10 but that's hard to find. So, several botched reloads of VS 2013 might be the root cause.All I know is I have successfully installed SQL Server 2016 Express and can't install SSMS now.
please help me how can i fix this issue ,

The obvious question: have you rebooted your machine?
If you haven't even tried to resolve your issue, please don't expect the hard-working volunteers here to waste their time providing links to answers which you could easily have found yourself.

You could try what is suggested here in an attempt to understand what is causing the 'pending restart' message.
If you haven't even tried to resolve your issue, please don't expect the hard-working volunteers here to waste their time providing links to answers which you could easily have found yourself.

Had a similar issue some years ago after a software install failure, turned out to be a registry setting that got left behind that indicated a reboot required, this may be your issue but check the Ms site for where the registry key may be.

First off I do not have windows 10 and the registry has changed significantly over time, so cannot be certain that this is your issue: however after a quick search for "windows 10 pending restart state" a number of suggestions are offered which suggestclearing the Windows Store Cache but also include a registry key called PendingFileRenameoperations, which incidentally is actually mentioned in the link given by Phil (now that I have looked at it!) above, but may be better explained Here.

Did the restart also appear after you installed SQL Server and it wasnt appearing before?
If that is true then try to remove SQL Server and check the registry and make sure its completely removed from there also
Then reinstall it again
