I need assistance with with.

Source: SQL Server 2016 SP1, Windows Server 2016 Standard. (Server A)
Destination: SQL Server 2008R2 SP3, Windows Server 2008 R2 Enterprise SP1. (Server B)
When trying to create shared datasource from Server A to Server B I get the following error.
A connection was successfully established with the server, but then an error occurred during the login process. (provider: SSL Provider, error: 0 - An existing connection was forcibly closed by the remote host.)

I have not been able to find any solutions online for this issue.

Please assist.

You need to go over your SSL and TLS settings for both servers. It could be anything but something isn't right between the two. My first guess would be to see if you have the updates and everything in place for TLS 1.2 and upgrade to that build if they both aren't at 1.2 yet. And if just one is there, you need to update the other.
