Error on executing this is on azure sql db,

Msg 40515, Level 15, State 1, Procedure SP_**, Line 16
Reference to database and/or server name in 'MASTER..spt_values' is not supported in this version of SQL Server.

Correct, that table won't be there, it's not expected to be there.

Is there any alternate solution, need to migrate our sql database to sql azure. In many stored procedures that table is used.

No idea. What are you doing with that table?

Cross database queries (including to master) are not, afaik, permitted with SQLDB.
