I am new to 2016 and reporting services and trying to install and configure. I have installed and with configuration manager have the following values, service account- virtual service account, Web service URL - virtual directory Reports with a url of http://Server:80/Reports, Database - ReportServer, Mode - Native, Web Port URL is same as above. I was not getting the the home page correctly but am now receiving error The feature: "Scale-out deployment" is not supported in this edition of Reporting Services. (rsOperationNotSupported.. I am at 13.0.4001 Standard edition.

Check the keys tables in the ReportServer database. Usually you can get that when you have multiple rows in the table for the same server.

There was an entry for another server. My best guess is that it was somehow leftover from a vm cloning process as that server no longer exists. Thanks for the direction.
