We have log shipping instance setup, should the log shipping instance have the same number of tempdb files and temp db allocation size as the primary server ? The secondary server is in restore mode.

It is quite common at my clients to have a secondary standby server with lower capabilities than the primary has (sometimes significantly less). It isn't a problem if you determine that your operations can accept lower performance should you need to fail over to your secondary.

That is how we have it setup now as well, wanted to know if there was a best practice for secondary server.Could not find it anywhere. Thank You

Mostly the DR or secondary servers will be of lower configuration as that of Primary. but based on your usage like reporting etc you can have almost of same configuration.
Maintain same drive structured that is the best practice i will recommend.

Depends on the Business Continuity functional goals in situations of disaster. Big organizations with no budgetary constraints would always want to keep the environments at 100 % sync.
