The official line on it -
SQL Server 2008 Developer edition is SQL Server 2008 Enterprise licensed per developer and must be used for designing, developing, and testing purposes only. There is no limit on the number of installations as long as those instances are used only by the licensed developer/tester.
My take on this is that we can have as many Developer Edition servers running as we like as long as we have every developer accessing them licensed.
Example -
20 Development/Test Developer Edition SQL servers
5 Living, breathing, real life Developers
5 Developer Edition Licenses (1 for each developer)
That was my take on it. I recently read somebody on another forum confidently stating that you would need a Developer Edition license for every single Developer Edition instance that you had installed so for the above example, 20 licenses.
Which is correct? I was so confident in my implementation previously.

When it comes to licensing, your bewst bet is to contact Microsoft. They can tell you if you are in compliance or not. Considering the cost of the developers edition, paying for the extra copies really isn't that expensive if needed.
