I have installed 2017 Express on 3 machines without a problem, BUT the 4th machine is nothing but trouble.
Attempted to upgrade 2012 Express, but that failed - I did not save the exact message.
Then removed 2012 and attempted a new install of 2017 which failed also. Below is the summary file contents.

Quick thought, make certain that you have the required version of .Net installed, then start with the database engine only. Afterwards, you can add the other features.

I checked the .Net Version - I have 4.6 which is what the installer says is required.
Tried to install just the database engine, but that failed. Below is the summary log
