The SqL server service and agent service have been restarted.
The Database Mail is enabled and confirmed.
The database mail is started, stopped, and restarted, and confirmed.
The user is sysadmin.
The problem is that DatabaseMail never tried sending any email. All test mails stays in the query. msdb.dbo.sysmail_unsentitems shows all unsent emails. There is no failure in any log.
What am I missing?

Sounds like the mail server you are trying to send to is not allowing smtp traffic from your SQL Server. You might want to check with your sysadmins and mail admins to verify smtp can flow from the SQL box to your mail server.
