User cannot create Sql Agent Job

    I have created the windows login as a user in the msdb database and added them to the SqlAgentOperatorRole , but I get this error(see attachment) when they try to create a new job. Does anyone know what may be causing this to happen? SQL Server 2012

    the error seems to suggest guest user has been removed from msdb, which some shops do for security reasons, has this been removed?

    The guest user is there.
