I am developing web application which will be hosted on a dedicated server. This web application uses SQL Server as back-end. I want to purchase the SQL Server license but not sure how many licenses are required. Some body told me that I need to buy 2 licenses. If I buy two licenses, Can I install same SQL Server on two different dedicated servers, for load balancing. Appreciate you feedback. Thanks in advance

As with anything licensing and the legalities involved, go and speak with your MS Reseller or MS directly. Do not take what anyone says on a public forum as the truth.
Also when speaking to MS or your reseller get a transcript, the name of the person you spoke to and their contact details as sometimes the information differes between who you speak to.
I have attached some guides on working out what you need, but it all depends on your hardware you will be running SQL on.

For a web application, you should need a per processor license, based on the number of cores.
