Witness taking long time to reconnect to partner after network disconnect

    We have 3 sites (principal, mirror & witness) with mirroring setup in sync mode with witness.

    SQL server versions are 2008 R2 Enterprise, and SQL server express 2008 R2 for the witness.

    All works fine, however sometimes if we have a network disconnect between one of the partner sites and the site that hosts the witness, it can take a long time for the witness to show as reconnected again.

    Sometimes we just restart the witness sql server service which seems to force the reconnection. Other times, if we just leave it sort itself out it can take anywhere between 10 mins and 60 mins (even though they can ping each other).

    Is this normal? We have also had occurances where both partner sites lose connection to the witness site (Internet problems at witness site), and when the network comes back up, one of the partners reconnect immediately but the other partner stays disconnected.

    Mirroring is setup using certificates, which as I say works fine normally, however we get this funny situation whenever we suffer a brief network blip and the witness doesn't seem to try to reconnect straight away.
