So I've found this article on MS site:

but I'm still not clear on something - do I install and setup RS on the new server BEFORE i move the databases from the old server, or AFTER?
I could use detach/attach or backup/restore for this. I was thinking this:
Install RS on the new server, matching the db names with the current server.
Stop RS on both servers.
Backup/restore from current server into dbs on new server.

I suppose it would depend on what exactly you are trying to do. The MSDN article you reference seems to be more aimed at moving the databases, not the entire SSRS functionality which is what I gather you are trying to do.
If you rare migrating all fo the functionality from one machine to another I'd suggest you take a look at Jasper Smith's Reporting Services Scripter. It' makes it pretty much of a snap to migrate from one machine to another.
