I feel really inept but I am having troubles managing files, names, copies etc...
1) How do I copy a report (RDL) to a new project to use it as a starting point?
2) How do I copy entire projects? When I try this in Explore, all of the references get FUBAR'd and I can't get the darn thing working...

1) How do I copy a report (RDL) to a new project to use it as a starting point?
I don't think you should start a project with an existing project RDL file because RDL is Microsoft proprietry XML so you could introduce bug into your code. You could however start with existing templates which are blank RDL files which you could just add from the BIDS designer.

You go to your development folder and copy RDL, images and all associated solution files and deploy to report manager either local or remote I have done both.
