I just met one of my co-workers in my old company. It hired a new CIO and went thru a big organizational changes. A lot of people (good peopel) left or went to get another position in other department. She told me they just have a new policy, they will post the 10 worst (less productive) and 10 best (most productive) employees every month. Then the manager has to talk to the worst empolyees. Good and bad is very subjective. When I was there, I thought some people could not even spell computer but they stayed in the company and even got award. The good developers got nothing. It was all based on the manager's opioion. I am glad I left the company.

So "most productive" refers to "most productive in the brown nosing department"?

Public competition works in some areas. IT is not one of them.
