The SQL Server 2000 64bits project is a partnership between Intel and Microsoft using Itanium chips so it will not let you install the 32bits version in a Windows 2003 64bits edition because we used a pre beta 1 build to do the beta testing of the 64bits version of SQL Server 2000. I can bet if you change to SQL Server 2005 32bits version it will install because that product includes AMD chips. Hope this helps.

Rerun setup and choose repair and change the langauge because the Windows language file is a INI file which you cannot modify but you can change SQL Server language. Sorry about the missunderstanding. Hope this helps.
