It's pretty much just what it says...the character represented by hex 0x07 is invalid with respect to XML and one exists in the document at the position noted in the error message. In the attachment you can see in the second position the "07".

You'll either need to cleanse the file first or have the data supplier fix their process to only produce valid XML characters.
