If you are not seeing resource contention on the database server and response times for your LAN users is fine, this is not a database issue. Just because the WAN traffic levels are not maxed out does not mean that there is not a routing issue or an issue with bad network hardware somewhere along the line. Have your WAN guys help trace the route and identify possible performance slowdowns and/or unnecessary hops.
