We recently had an employee leave under bad terms that left refusing to give up the passwords to about 20 DTS packages. Does anyone know how to recover DTS package passwords? Utility??
I need to do this as soon as possible since some of the connection passwords will expire within 30 days and must be updated.

I'd say you've got 30 days to swallow a bitter pill and get chummy with the recently departed employee.
Then I'd set about setting up standards and procedures to ensure it doesn't happen again.

There has been no documented way of recovering DTS package passwords, no.
You might try and place a support call with Microsoft to see if there is something they can do, but certainly they wouldn't release how to break DTS if they do have some method of doing so.

There were procedures in place. That's mostly why she was fired. She was making changes on the our system and linked systems without documenting or telling anyone.
The odds of getting chummy with her are slim and none.

Check with your legal department. There may be a legal channel to be able to force her to turn over the passwords or she'll be liable for the damage. People usually start toeing the line when a subpoenia hits.
