The system tables contain information that keeps the server running. Logins, users, databases, etc. are contained there.
Why do you want to mess with the system tables?

You didn't answer the question... What is it that you want to do and why do you think you need to modify the system tables to do it? These types of questions are not meant to harass... they're short for "tell us what you want to do (not how, but what) and we may be able to help without you killing a perfectly good server and you costing yourself your job". ;)
