I am studying Policy Based Management and I don't seem to have the 53 predefined policies that supposedly ship with SQL server 2008. I am running R2 Developer. I spent some time searching to find where these can be downloaded from but have not had any luck as yet. Does anyone have any info on where I can find them? Thanks.

The built-in Best Practice Policies from Microsoft are found at C:\Program Files(x86)\Microsoft SQL Server\100\Tools\Policies\DatabaseEngine\1033*

If the policies folder is not there, you can manually download and install them from the SQL Server 2008 Feature pack

2008 Version (October release)
2008 R2 Version

*This is assuming 64-bit version, default installation path.
