Do we need to restart the Sql Server /Agent, when you change the Max memory , Min memory , Min Memory per query , Set the fill factor to 90% , Set network packet size to new size via studio management instead of SP_Configure command? please reply back asap. Thanks a lot.

Of the options listed, the only one that requires a restart is the fill factor (and potentially changing max memory to a smaller value).

Article is for 2K, should be good for 2005 on these settings listed.
