Does DB_DataWriter intrinsically have all the permissions of DB_DataReader? Expand / Collapse

If one wants a user to have both "select access to all user tables and views" and "insert, update, delete access to all user tables and views", then must one put the user into both the DB_DataReader and the DB_DataWriter roles? Or, does DB_DataWriter intrinsically have all permissions that DB_DataReader has? Or, what?

a quick test shows db_datawriter does not have select permissions.
