I must miss something fundamental here.

When I need to make a DTS package "portable" from dev to QA then Prod, then I create all datasources to refer to an alias which is mapped in the machine Client Network Utility. When the time comes to move the DTS package to another server, i use DTS backup 2000, select source server, destination server, select all the packages i want to move, click trabsfer and voila. it is done.

Am I off-topic?
