This definitely sounds like one of the features designed for those who can help themselves. Fortunately for me I rarely have to diagnose a performance issue (not because I am perfect or I don't care - neither are applicable - but usually when I am in a performance sensitive environment there is a DBA), however, if I was ever in that position then this is the sort of tooling that I would be hoping for. So clearly it is the tooling that I wish for my colleagues.
I really hope that this tool delivers what I think it can.
