The article at the following URL states that Oracle currently certifies and supports 32- bit and 64-bit Oracle Database Client (11.2.0.04 and Higher) for the Windows Server 2012 R2 x64 platform.
How and where do you get the download?

I found out that we had a contract.
I also found out from Oracle that it had expired and I will renew it as soon as the Oracle representative late tonight or tomorrow.
Thanks.
