What is transport encoding? Are you talking about encrypting your datastream as it travels over a network?

Provided Sean is on the right track you need to get a certificate and install it, once that is done you can configure SQL to allow it. With just the cert configured encrypted connections are possible but not required, you can require encrypted connections for all connections.
