is it possible to use resource governor when there more number of cpu or it is a multiprocessor environment and how it can be configured??

Yes it is possible. But for the most part CPU percentages (Min/Max) is set up as a whole. Eg. If you set a particular resource pool up to use no more than 25%, it's not bound to 1 single CPU, it's across all CPUs. Not sure whether or not you can fine tune that down in your classifier function using processor affinity or something like that...
