I got it right, but I wish the date wasn't April Fools day -- it adds a bit of "meta" distraction to the question.
Is it ha, ha fooled you if you pick it, or ha, ha should have picked this? Either way, an unwelcome distraction from an otherwise nice question.
PS There was some sort of typo or word missing trom the explanation.

(well, to my knowledge understanding, I don't think precedence change according to the collation, and I think the mention of the collation - creates a thought that - even though the output format is given as "date" the format is not as expected, so possible we start to wonder there must be some kind of overriding or in the settings... but it is just a precedence and the case statement dealing with the boolean expression)
