Optimize over WAN & secure replication

    We have offices in Dallas and Atlanta. Dallas is the HQ with 100ppl and Atlanta is a remote office with 20ppl. We have a client/server app that runs locally on C: to access a DB on on a SQL 2014 Server. #1 access and large queries from Atlanta to Dallas is too slow for users. I've changed the frame size to 16k and its better, but not acceptable. I've verified that its not the network bandwidth or routing. What else can I tune to make access over the WAN faster?

    In my opinion, the db needs to be physically closer to users in Atlanta. The easy answer is replication; however, Dallas doesn't want Atlanta to be able to copy the db or run off with it. Is there a way to replicate in a way that someone can't just grab a copy of it? ...beyond typical Windows & firewall security.
