If you're already running it as a local administrator, then it should run and at least tell you something. Check your running processes and make sure there's nothing in there that's just being slow. If that's the case, then you probably don't want to install SQL Server on an underpowered machine, so take a look at your hardware. If that's not the case, I'd download the setup files fresh from Microsoft.
