This was just passed to me yesterday. My part would be to do the SQL part of rebuilding the cluster node once the OS is reinstalled. Apparently the hardware guy has tried a bunch of things already, but I don't know the details of what.
I've had NIC issues on cluster nodes before and nearly always solved by getting the latest drivers. Ask him exactly what he's tried.
You can evict the node but ideal if it doesn't come back as the same name.
Fix the NIC issue, I fail to see what an OS rebuild is going to provide, if its software issue, uninstall then reinstall the drivers
