    INSERT WITH SELECT HAS THIS:

    ,Convert(Int,TARG_SALES) AS TARG_SALES

    Treats the column as if it were formatted decimal !!

    Looks more like a rounding trick in the insert, pretty certain the column's datatype is of a decimal type.
