Try looking into Drive C:\Windows\winsxs folder to see if there are a lot of files and folders that are taking up a lot of space. We had this same error. Had to run cleanup utility listed in the following KB article: https://support.microsoft.com/en-us/kb/2795190. We also had to restart SSRS service after the utility ran.
