If you want to develop reports for SQL Server 2012 it is adviced to use the Visual Studio 2010 shell.
You can find this on the SQL Server installation media under the name SQL Server Data Tools.
If you already have Visual Studio 2010 installed, the SQL Server set-up will just add the business intelligence templates.
