As I tested, no matter exporting into PDF/printing, the .gif file can be rendered properly. The .GIF type is not the limitation. Please make sure you embed the image with the report. Since when rendering PDF, only JPEG and BMP type is supported, in this scenario, the .gif will be converted into BMP file. So if you still can't make it, please try to convert the image into BMP file manually.
