Developer edition is the equivalent of Enterprise edition in terms of features, but it is licensed for non-production usage only. You may not use it for production systems at all.

If you want CDC in production, Enterprise edition is your only option.

Right!

CDC is Enterprise-only feature which is why it is available in Developer Edition as well. You can use all the SQL Server features in Developer Edition for Non-Production use. But, Purchase a license when implementing the same on Production.
