The remove node is referred to a single instance, so removing a node from an instance is not the same thing as evicting a node from the cluster.

I agree with you that the terminology can be confusing...

Please note that when you install a new clustered instance, from the second node on you select the "add node to cluster" option, which is along the same lines as far as terminology is concerned.
