in one scenario previously, i had a set of LUNs presented to server A and it turned out they shared storage pools with another server B. Whenever the admin ran parallel backups or restores of the huge databases on server B, server A used to have similar problems to what you're seeing, in fact in some cases the LUNs would disappear and the SQL instance would go offline.

I've seen a similar thing, the LUNs were dedicated but the fiber switch was shared with a data warehouse. One day the data warehouse ran a complete reload of all data and our production server keeled over and died.
