What is the minimum permission for a user to run exec sp_helpsrvrolemember 'sysadmin' ?

it's detailed in Books online and requires membership of the Public role

Yes. I have seen that from BOL. But in my case giving public privilege returns only user 'sa'.

yes i see what you mean, the following shows correctly the server role members but probably shouldnt be granted to ordinary users
grant VIEW ANY DEFINITION TO [youruser]
