  Does anyone know what are the Minimum Permissions Required to run DBCC Page? I was able to find one article that says sysadmin is required but I would like to confirm that.

  I think it's sysadmin. I'd be very surprised if it's anything less since you can use it to read any page, anywhere in any database.
