I would like to create a drill through action that calls a report (passes parameters ) and the detailed report has to be downloaded(exported into excel).

please find the attached image for reference.
in the image when i click on "111" in the level - I report then the level - II report has to be downloaded.

Yes it is possible.
I have already done it but under the same report.

If you want to call another report, you have to use the functionality "Jump to report"
This is possible when ou right click on the textbox where you want to configure the "Jump":

You should be able to do this by using the "go to URL" action (not the "Go to Report" action).

You will need to create a string that is the full URL for a request to reporting services to run the report with the required parameters and with the render format set to EXCEL. Have a look at http://technet.microsoft.com/en-us/library/ms154040.aspx and http://msdn.microsoft.com/en-us/library/ms155391.aspx (and the related items in msdn) - these should get you started.
